This is a serious security lapse. The man was a known radicalized individual and security threat, yet he was able to roam free in society. He should have long ago been arrested and separated from society.
What's striking is that this has shocked Belgium. In America, a random shooting of three people is a weekly event and hardly anyone notices because its so common, although if it was people from outside the country, it might garner a headline or two. It wouldn't shut down an entire stadium football game.
I get your point but this isn't an out-of-context shooting, this was a targeted murder in the center of the EU's capital that saw a major IS attack just a few years ago, possibly connected to the Quran burnings in Sweden.

This article is a little vague about motive. What is ISIS’ specific beef with Sweden? Why is this Tunisian guy going after Swedes? How did he even identify a concentration of Swedes in Belgium to attack?
Probably connected to the recent spate of Quran burning in Denmark and Sweden. This current AP article touches on it.
In The Guardian article they were identified as football fans. So most likely decked out in replica kits and scarves for the national team, which was playing in the city for Euro 2024 qualifications.
