    I really like this. I have a few questions and some suggestions.

    On point 9:

    • What happens if subtags have matured to the point where further subtags become hard to justify? For example, let's say ~comp.programming.python and even ~comp.programming.python.decorators have enough activity to be considered "mature", do we just artificially keep decorators as immature because it's too fine-grained? This example is probably a bit contrived, but it seems feasible if the promotion to mature ever becomes automated. Maybe that's the answer? If promotion remains manual forever it would probably be ok.
    • Are users allowed to create subtags of immature subtags? For example, ~comp.programming.python.decorators if ~comp.programming.python hasn't been promoted to mature yet. If so, that could be treated as an implicit vote for its promotion.

    Not sure what point(s) this fits best with, but:

    • I like the idea of comments being associated with the tags they originated from. I suspect though the origin of a comment will need to be explicit though. Something like allowing users to pick which tag to use when posting a top-level comment. The comments would be separated by those tags, so users can choose which "context" to look at. For example, maybe you don't care about gardening, and you only want to discuss the sandwich implications of tomatoes.

    Not exactly suggestions for specific new groups, but more a feature suggestion: A system where people could vote on whether to move a post, and where to move it.

    A post would start out with implicit vote(s) for where it was posted. People could then agree or not. If they don't agree, they could (must?) suggest a different group, which could even be a group that doesn't exist. If some threshold is reached, the post would be moved. The threshold might be different if the suggestion is a new group vs. an existing group. It could also be that you'd need a critical mass of other posts with the same new group suggested before the group could be created.

    It might also be useful to have a page for each proposed group where discussion and voting could happen on whether the group makes sense, and maybe even a way to seek agreement on what the group should be called (and thus where it sits in the hierarchy).

    Obviously the final decision could still be on the admin for now, but this could be an easier way to collect opinions from the community.
