    Chicago alone has agreed to purchase approximately half the installation’s total output, which will cover about 70 percent of its municipal buildings’ electricity needs.

    Keeping some demand earmarked for newer developments sounds reasonable. I wonder what the projected returns through economies of scale are, and when the city expects smaller local renewable energy sources to become price competitive.
