Jon Stewart on PACT Act being blocked in the Senate

As I understand it POS ...ahem... patriot Pat Toomey blocked it because of a change that made the spending mandatory instead of discretionary with the claim that doing so would mean that the money spent would go towards anything and everything necessary to spend it. Reality of course, not being the case. There was also a fix to close that alleged loophole proposed by democrats to specify that it has to be spent on related items while retaining mandatory status; Toomey blocked the amendment, proving it's not about mandatory vs discretionary in the first place.

The quick version of mandatory vs discretionary spending is this:

Discretionary spending is at the discretion of congress. This is the spending that doesn't happen every October when the two parties point fingers at one another and cause a "government shutdown" until they pull their heads out of their collective asses agree on the total amount of money for all the shit they've voted for the past year.

Mandatory is exactly what it sounds like, money that has been allocated to be spent on certain programs regardless of our sack of shit politicians elected officials doing their damn job. Social Security and Medicare/Medicaid are the two most well known mandatory spending categories, but even they aren't completely immune as the spending is mandatory, but he administration isn't.

Because, you know, if there's any spending that should be discretionary obviously it should be the spending on the healthcare of the troops that these chickenshit chickenhawk politicians send to war any time a brown person finds something our corporate masters want someone needs uhh... freedom.
