A hard limit doesn't make sense since something might have millions of views, but is unknown in the west, would be disallowed even though most of us live where it isn't known.
On the other hand, disallowing popular songs isn't an obvious rule. Why do that in the first place? A popular song might get some good discussion, and if doesn't, it'll just slowly sink into the abyss because of lack of comments.
