Not a lot facts to go by here. How can they be charged again for the same thing?
I don't know how it is in Iceland, but in the US you can be prosecuted a second time if you're caught cheating on your taxes in another, as of yet unprosecuted year. It could easily be that they were caught for one time period and prosecuted for tax evasion for that offense, and then the extra documentation and review that the tax board engages in for offenders revealed that they had committed other tax crimes that they had not yet been prosecuted for.
