I know that Putin has recently said that there would be "problems" with Finland, but Russia really looks more desperate than anything in calling for the Finnish ambassador. Stationing more troops along that border only hurts Russia's war-making capabilities in Ukraine and I don't know what diplomatic inroads Russia could make even if they wanted to with the ambassador. Makes me wonder if the Russian government really feels a special connection with the Finns or if they're solely doing this because Finland is right on their border and they want to keep the "NATO aggression" angle playing at all costs (their other angles have been to completely fabricate attacks on ghost NATO officers in Ukraine with Russia's Killjoy ballistic missile). It must be a tiresome motif for a strongman to be constantly playing the victim.

I'd expect a Cold War tit-for-tat move to look more like Russia signing agreements with Central Asian/Middle Eastern/African governments to station more Russia forces there, but they probably don't have any more favors (or troops) to call in to do that.
