Xi probably isn't doing this out of the love in his heart, but probably because this is just the next step in his bid to secure power in China and ensure that he is, under all circumstances, the absolutely last instance of power.

The critical part of me sees all kinds of caveats to this view, including the idea people have that the Chinese Communist party is manipulating,devious, and dishonest. Then there's the argument that the New York Times is liberally political and that this is mainly a propaganda piece.
Or the reality could be somewhere between face value and high cynicism. I expect that's the case, but time will answer questions like these.
