Seems like a more reasonable approach from a government perspective would be to either release the patents to the public domain. Or if you wanted to be protectionistic you could have a stepped licencing approach, eg. After filing a patent
Year 1 - retain the patent for gov. purposes
Year 2 - allow development partners to license the patent for $XXX.
Year 3 - allow American based companies to license the patent for $XXX
Year 4-10 - decrease the licensing fee on a yearly basis until some useful product has been developed
Year 11 - release the patent to the public domain
The timeline could of course be altered and exceptions made in case of "security" or whatever.
