This wouldn't be no. It works similar-ish as it's a UNIX-like but is written from scratch although using things like lwext4, lwIP inside of the kernel so it isn't "entirely from scratch".
I have started work on BoredOS (not directly as it was an older project) about 3,5 years ago or so and in the last 6 months have been getting a lot of contributors and a large community around it and it is rapidly growing.
It will never be a Linux replacement, but that's not it's intention. it's meant to be educative and fun for anyone involved :D
