I like the proposal. It is crazy how companies are expected to comply immediately, which means the infringing creator has no recourse, and often gets hit with a severe punishment.
I thought it would just be enough to remove the content with no "strike," as strikes are set by the platform anyway, and only remove known bad actors, but a period of time in which to comply seems even better and paints everything in black and white, which the lawyers really love, as it keeps things simple.
