    Lots of places are not under state control. This means that there has been limited action to make changes to adapt to climate change. How can we engage armed groups to take action to make changes to cope with climate change? Should we engage these groups, or does that risk legitimising organisations seen as terroristic?

    This short readable paper presents some discussion around the topic, and it presents some interesting "ways forward".
