    No, it's not a solution to the drought. It'll be drained as a stopgap measure, and then you'll be dry again because climate change has changed what is actually feasible in that location. People will spend a lot of money trying to not change, but that money would be much better spent on supporting the change to a way of life that's congruent with the new environment.
