The river next to where I live was shut this year too for salmon fishing and the locals here lost a lot of fishing tourism because of it. I heard of at least a bed and breakfast which didn't open this year because they didn't get any business from the fish tourism.
So, while I'll admit I know nothing about fishing, I'm inclined to agree with the statement at the bottom of the article that the rivers should be open but catch and release should be enforced or encouraged, or people will lose interest and the market will die with it.
