That means that as it stands now, "major retailers in all but two Australian states will be fined if they supply single-use plastic bags,"

... and those last two (New South Wales and Victoria - the two largest states) are planning to ban these bags as well. That's why Coles and Woolworths have "voluntarily" removed single-use plastic bags from their stores: because they know they'll have to do it involuntarily soon anyway. This way, it looks like them taking the lead rather than being dragged along, kicking and screaming.

Of course, they've taken the opportunity to start selling reusable plastic bags, covered with branding. It's a great marketing opportunity!

The reported abuse at market checkouts

Reuters reported that Woolworths will offer free reusable bags to customers until July 8 in response to the tensions.

Yeah. This is strange. Woolworths and Coles both announced months ago that they would be removing single-use plastic bags on 1st July (although Woolies changed their date to a week earlier). There have been signs in the supermarkets for the past few weeks reminding people about this change. I don't understand how anyone didn't know this was coming. For customers to get aggressive about this change is ridiculous. We've had plenty of warning.

I can't understand being so upset about a plastic bag that a person would abuse someone who doesn't even have control of those decisions. In the grand scheme of things, this is a pretty small change.

The union conducted a survey earlier this week and of 132 members who responded, 57 said they suffered abuse due to the plastic bag ban.
