Still, hopefully the world being able to directly point fingers at China for the ozone issues will apply some much needed pressure.

I was watching a show earlier and noticed a lot of main characters smoking. I noticed that in similar shows. Then it hit me, smoking was originally edgy and cool in tv. Today we see a lot of people with "nothing to lose" smoking. So it's kind of like them saying, "Even with all of the information we have now and know all these terrible things cigarettes can do and I am still smoking. I really must not care." Which is a new way to use and old way to sell what a character is like. Just a silly / random thought..
I'm glad they found the source and hopefully China will crackdown on it quick.

There's corruption, and there's also a lack of political will to prioritize the environment over economical concerns. It seems to be changing though.
