I mean, technically 0.045% is less than 5% too, but the actual percentage is likely ~4.5% not 0.045%. If 10,000 people was only 0.045% of their workforce then MS would employ 22,220,000 people, which I'm pretty sure it doesn't. ;)
On a percentage basis, this is about
