The article does a good job outlining the reason why folks who used to have tiny singles, now share tiny bunks. Budget shrinkage has led to Ohio prisons running with less staff, less facilities, and less square footage all around, and the environment has gotten more openly hostile over the last decade or so. Anecdotally, it seems like violent scuffles are far more common and a part of every day life then they were in the early 2000's.

If anyone is interested, I answer a lot of the questions folks have about the Ohio prison system. I've visited quite a few of them (and know folks who are in for the long haul, and folks who have been in and out), including Marion, Southeastern/Lancaster, Lebenon, Belmont, Noble, and Ross, but not Pickaway, where about half the prisoner corona deaths have been.
