This is fairly modest levels of "optimistic", in terms of timing. I'd understood general mood as of early December to have been summer, this is another few months on. Vaccine rollout seems likely...

Fauci''s estimate likely presumes few further wrinkles, so in that sense it's optimistic in the "best scenario" sense.
