I haven't time to watch the video yet so may be premature writing this but a couple of weeks ago The Washington Post ran an article "Portugal is now having doubts" ending with "The country is now moving to create a new institute aimed at reinvigorating its drug prevention programs." Certainly decriminalization isn't all that's needed, but the drugs-to-prison pipeline needs to end (along with private prisons).
