It's kept up because the current owner has/had hopes to turn it into an LNG hub as northwestern BC has/had a natural gas boom, the town/infrastructure is there (just needs updating), and it's situated on a deep water port. So LNG pipeline to the town to an LNG facility to LNG ships and from there to east Asia. I'm honestly surprised a CCP backed company hasn't already bought the town, bribed its way to a pipeline, and set up shop.
