    I live in a federation of six states (with some ancillary territories). That central federal government gets a lot of say over what happens in the various states. Much would depend on how the constitution of such a country is drafted.

    If proponents of this solution want it to be practical, it might have to be a loose confederation, along the lines of the European Union, where the individual states have near-independent sovereignty and the federal authority is less intrusive and more of a coordinating body than an actual government.
