Stopping Homelessness Before It Starts: Could a new social services model prevent a temporary housing crisis from becoming a persistent condition?

A sudden crisis and lack of savings is all it takes. A $1,000 loan would have prevented my own homelessness on two occasions; enough to get into a cheap apartment and survive until paychecks started coming in. It is absolutely soul-crushing to land a job in that scenario, and have to wait 3-4 weeks to clock in for the first time.
