Fact-checking can’t do much when people’s “dueling facts” are driven by values instead of knowledge

So the only change will be with the passing of people holding particular views? I guess I already felt that the boomers dying off was the only solution, but it's good to see it verified.

As Max Planck said, "A new scientific truth does not triumph by convincing its opponents and making them see the light, but rather because its opponents eventually die, and a new generation grows up that is familiar with it." - which is often paraphrased as "Science advances one funeral at a time."

However, politics is different to science because politics comes from personal values, and it's not like values die out that quickly. Also, parents with a certain set of values tend to raise children with similar values.

It's not enough to wait for a particular generation to die out, when their values are being carried on by their children and grandchildren. My Generation-X brother for instance, has very similar values to my Baby Boomer parents (I'm the black sheep of the family), and he's not going to die for quite a while yet. And, hypothetically, if he had children, I could imagine them carrying on the same values.
