This is Roomful of Teeth, an eight-person vocal band who experiment with a bunch of uncommon techniques using the human voice. The linked song is the first movement of Caroline Shaw's Partita for 8 Voices, which won the Pulitzer Prize for Music in 2013.

Just read a bit about To Touch, that's really interesting! To me Cardiff's work exhibits more parallels to some of Steve Reich's compositions, but I see some similarities to Roomful of Teeth as well.
