    This is BS. They were ordered to do it from above and that fact is well established.

    Volkswagen (VLKAY) said it accepted the penalty, which related to inadequate oversight in the department that develops powertrains — engines and transmission systems.

    It's important to note that this evasion of testing was clearly intentional, as the emissions would read within the legal limits while the system was being tested. When it wasn't being tested, it would switch to an output that ended up being 40 times the legal emissions limit.
