Maybe it's just a bad photo in the article but it doesn't look like much to me. A few generic apartment buildings, an uninspiring government complex, and a hotel convention center? Though I'm probably unfairly jumping to conclusions, this "city" looks more like suburbs where I live. Not to mention, if history is any indication, most of those building are (and will remain) empty, unfinished facades anyway.
Uhm... it's North Korea. The only thing interesting is how they present it and what picture it paints of their current ability get anything done (from kinda awful to awful). Sounds awful as usual.

I don't like casting judgment on anything with so little actual information. I feel I can reasonably extrapolate based on what I know about North Korea, but I'm really just making educated guesses. Frankly I'd love to be proven wrong.
