From what I understand, the secretary of state is simply certifying that the count is correct, based on procedures predetermined by the states. If the observers dispute the validity of a ballot, that is a question for the judges. And the judges have unanimously ruled that all the ballots should be counted. Yet armed protestors are unlikely to protest judges homes. Judges typically have very little patience for contempt of court.
