I lived in Flagstaff for two years, and absolutely loved how visible the stars were at night. It's something I miss even more now that I live in a conventional dark-sky city (that is, one with no consideration given to the stars' visibility). From what I remember, a bigger problem than the streetlights was NAU (the university) lobbying the city government to let them put up more and brighter lights around campus, thus destroying the dark sky-ness of the city. Maybe that's different now, though.
