Shorthand is that the president needs the Senate to agree to what he wants for something to change. One of the things I found interesting is that apparently a space force is an idea with bipartisan support so he thinks it's almost inevitable, which seems fair given the Democrats are lazy when it comes to being progressive and China probably has their own plans for something similar.
