      so what about the programs that don't make money? Will there be a guaranteed amount like pro minor leagues? Will college be considered pro because they are paid now?

      The act is about empowering college athletes to negotiate their own contracts with third parties over the commercial use of their names, images and likenesses. Think video game publishers. Or apparel companies. Or trading cards. Or autograph shows.
