    • poisoning someone's dog, and
    • deliberately destroying people's cars

    whereas Guy B:

    • is annoyed by the shenanigans of Guy A?

    I can't speak for what's best for you personally, but as an outsider, it's clear that you need to let Guy B know that you have a recording of the incident, and if possible, also inform the police. Maybe Guy B is a little hot-headed, but Guy A is frankly dangerous. In the best case scenario for you (and everyone else but Guy A), an investigation into the car accident could lead to Guy A being arrested or otherwise evicted from your neighborhood.

    If your opinion is that you don't want to get involved, I'd take down the camera or hide it in some way so that person B doesn't approach you to ask for the footage.
