      Late bans always have reduced effects but it's the best you can do given what you have. I hope we can learn from this that, while banning communities is a complex issue in and of itself, the commonly cited argument that bans will only cause them to grow stronger does not fully hold: it is possible to take a hard enough stance that people whose interactions produce a toxic environment can be removed from the community to it's benefit, but it takes a strong stance to do so.
