It's still Firefox under the hood. You should be able to go to about:config and search for the network.cookie.cookieBehavior setting. Giving it a value of 2 will block all cookies by default.

Only a small fraction of the options in about:config are actually exposed in the preferences UI as they're considered too advanced, niche, or potentially dangerous in novice hands. It's pretty interesting to poke around in there and see what's available though.
I'm kinda confused. Wasn't there a setting that let you block all cookies? Did that get removed in this update?
