What if bots could only see comments they're mentioned in? That way @RemindMeBot could be pinged to make a request but CommonMisspellingsBot couldn't butt in with an unsolicited comment.

Okay, how about the parent comment/post has to approve the response? This should prevent dumb/useless bots from even being created as they'll likely not even get their comments approved.

Yeah, I agree 100%. Another point to consider: I remember very specifically on one thread where three automated bots responded to a guys post with the same information. Each of the bots on their own were posting something helpful, and when the coder was designing it was probably thinking along the lines of helping the community, however it just created unnecessary spam.
However I don't think we should discount the idea of some humorous bots too. In the right context, bots like HaikuBot and the like can be quite funny. But then we get into the muddy waters of how to regulate it and the like... Maybe restricting bots to certain ~'s? Funny ones for the funny ~'s, and serious ones for the serious ~'s? Slippery slop indeed...
