Blazer fan here and I agree with this take. The major factor still is that Dame is well rooted to Portland, its culture, its populace. And this all matters to him greatly. His entire family lives here, he is building a second home as we speak, the city and Oregon as a whole have embraced him in ways that would make any other superstar jealous. It's a good life.
His only ask has always been consistent and non-cryptic: he wants to be competitive and is willing to think outside the box to do so (aka, he isn't that guy pressuring the FO to form a super-team just to win a chip). If the Blazer org was doing pure business, we would probably trade him without question. But I think they believe, and we as fans mostly agree, that Dame has earned the right to decide that fate for himself.
I will add, this yearly trade-talk tradition with him is mostly media-driven but annoying nonetheless and Dame can be his own worst enemy when he opens his mouth at times. But for the most part I appreciate a dude who can keep it real and not be afraid to speak his mind, especially when every other comment on his socials is "When you comin to ____ bruh?"
EDIT: A quote the entire Blazer org could stand to hear right now.. "real G's move in silence like lasagna".
