They've had a big push towards having all games that are available on Xbox also be available on Windows 10 as another we-need-to-push-everyone-on-to-Windows-10 method. I mean, if you look at Microsoft's website here, they even advertise which of their Xbox games are available on Windows 10 and which will be coming soon. It really seems like they're moving away from "Xbox Exclusive" and more towards "Microsoft Exclusive" nowadays.
