    CPU-wise I'd say 7500F -> 7600x3d -> 9800x3d are the logical increments for a gaming-only PC. Get the cheapest B650 from any of MSI, Gigabyte, or AsRock with BIOS Flashback that has the USB and M.2 ports you need, since all of the mATX and ATX boards have sufficient VRMs. Get 16 or 32 GB of memory depending on how long you want the build to last, but make sure it is a 2 dimm kit (4 dimm ddr5 is awful) ddr5-6000 c30 is the standard.

    Phantom Spirit 120 EVO is the standard air cooler unless you want to get into (non-reference layout) SFF, it basically matches the D15 (original, not G2) at ~$36. For the case, just get something with airflow that you like the look of. If the case fans are bad, P12 Max/P14 Max are cheap replacements. A12x25, A14 G2, or T30-120 if you have budget.

    PCIe 4.0 M.2's are pretty reasonably priced so I'd go for one of those, at least 1tb so you have room for modern games. Make sure to avoid ADATA and Silicon Power since their drives have a reputation for losing data. Innogrit controllers and YMTC NAND have issues, so avoid any drives that use either of them.

    Make sure to get a quality power supply. Not super high wattage or high efficiency necessarily but high quality. Corsair RM750 is a classic, but might break your total budget. I don't know lower-priced components since I mostly stick to SFF so good luck.

    Why not use an SMS warning? According to my phone's settings they are available at the state and local level. I would hope that emergency services has the ability to send texts via those systems.
