I'm not especially knowledgeable on this topic but I would guess that for any given phone the patches from qualcom and other hardware vendors would need to be added to the mainline linux kernel....

It is quite possible some would refuse in order to lock users in to their specific android forks as they often make money of the preinstalled bloatware.
