Not really sure what you are trying to achieve with AFWall+.
AFWall is a simple GUI which creates iptables rules on your android device.
These rules can control network access (via different interfaces, i.e. wifi, vpn, lte, etc) for various applications and services running on your phone.
AFWall by itself is not going to prevent any network connectivity.
As in, it will not prevent your android device from connecting to a WiFi network.
However, if your WiFi requires you to sign-on using a browser (after connecting to the network), you will have to allow WiFi network access to your browser in AFWall.
If you are worried about what system services you should or should not block, the AFWall wiki page has a set of recommendations here.
On the top right corner, there will be 3 lines with either a tick or a cross next to the search button. Tap it. You can now choose if boxes you tick are allowed or blocked. Now tick the columns...

Now tick the columns next to each program you want to block or allow. If you look through the settings you can enable more columns for things like roaming and lan.
If you just want WiFi only for a specific app. Set it to block selected and tick every box but the WiFi one for that app. Dont forget to apply your changes.
Oh.. Daemons. Im honestly not sure as I've never used telegram myself, but I imagine that as long as you set telegram to allowed on WiFi in Afwall, then it should work.
