Maybe they can make it a deposit situation, like the beer store in ontario, where you pay an extra $0.05 per container, but you get it back when you return the packaging, that also has the added benefit people will pick up containers people litter, when I'm metal detecting and I have my finds pouch on I pick up beer cans and throw them in my pouch, its a free $0.05, I dont even return them my self cause I dont drink, I throw them in my moms empty pile so she gets the extra 5 cents
