    It seems like Somalia doesn’t really have a way to enforce this. The article also mentions other organizations claiming to be the rightful government of Somalian land and territorial waters that are handing out fishing permits.

    Isn’t one of the defining characteristics of a government the fact that the government has a monopoly on violence in the area they claim. It doesn’t sound like Somalia has much of a grip on it’s territory.

      Not sure how serious this is but on the other hand, Somalia has its pirates which I have read are frequently former fishermen. It could issue letters of marque, although that might spark further...

      They certainly enforced it on those Iranians. While I support the freedom of navigation, this is a needed change for environmental and social reasons....

      The notification comes after Somalia, in March, released 33 Iranian fishermen and sailors imprisoned in the country for practising Illegal, Unreported, And Unregulated (IUU) fishing within Somali waters.
