      Many old houses in Spain lack AC because it was considered a luxury a couple generations ago. When I was a kid it was common for people to take some chairs and just hand out on the street with their neighbors as it was too hot to be in the house.

        It’s the case for many European countries. And AC has gained a bad reputation due to the history of refrigerants. Now many French people for example believe that air conditioning emits co2 outside and nasty chemicals indoors, which is not the case; and many of them don’t know what a heat pump is, or would believe it’s only for heating.

        There is a lot of education to do on the efficiency of air conditioning, and of implementing central air conditioning systems in large buildings. I would have thought this to be resolved years ago. Alas.
