    This was kind of the point of implementing "Green New Deal" wasn't it? To dump massive amounts of money into repairing and improving infrastructure without having the costs completely born at point of use from the start. Adding in wage increases means that over time, increasing the service rates should be less of a problem.

    It doesn't help that infrastructure has been underfunded for decades, so improvements are starting from a state of disrepair, not in good working order. Just as it is harder to clean a mostly-messy house compared to a mostly-clean house.
