The allowed enforcement for making sure villages took care of their sections seemed pretty intense, flogging or even branding. Imagine if ATT could run around branding random citizens for not keeping their tree branches trimmed properly!

Interesting read, till the part where it mentions the current owner is NYSE, a corporation with perpetual existence. I did not read any further.
No one is benefiting from this imo. It's just one corporation to other.
