    From the article:

A study into large-scale corruption and international aid has finally come to light following reports that its suppression led to the World Bank losing its chief economist.

The paper, commissioned by the Bank and written by one of its own economists along with two academics, found that as much as one-sixth of all international aid sent to the most impoverished countries in the world ends up in tax havens, indicating the potential scale of corrupt officials pilfering donations.

    And here is the paper.

I know this is almost off-topic, but I think the better answer to this problem is to allow an increase of immigration from poor countries into rich countries. The amount of money that immigrants send back home now is already 6 times greater than the world's combined aid funding. And because those funds will be going directly to families, you'll know that it's going to people who will actually benefit from it.

But of course, we already can't agree on immigration policy as it is, so this will never happen.
