It's a new ladder for League of Legends in North America. There's a $400000 prize pool. Only the top players can join.
Currently the only way to view the games is from player streams. @WintersWard_ on Twitter manages an account where he posts the streams for each game: https://twitter.com/ChampionsQueue.
So far the quality of the games is much higher than usual. It's also nice to hear the players' voice communications and their strategies instead of commented games.
Players are not allowed to be toxic and the games are monitored closely.
