The sense that I got from watching it was not one of identity issues but of just plain bad business decisions; Reduction in gameplay depth with every update slowly driving the original fanbase away and greedy monetization hindering new player growth is a recipe for disaster. And when it comes to MOBAs, locking character shop items behind a super grindy progression system bypassed through a cash based crate/gambling system is incredibly stupid since those shop items provide significant advantages, which reeks of pay2win.
On the plus side, I am now aware of Project Phoenix Rising which looks interesting. I hate traditional top down MOBAs but love shooters and third-person varieties (e.g. Smite), so will be keeping an eye on the development. Hopefully they can take the original Paragon concept and not screw it up like Epic did.
Aren’t all of LOLs rune unlocks purely cosmetic though? I have never played it so don’t know. The only recent MOBAs I have played are Smite and HotS, neither of which had ugly monetization/pay2win...

IIRC at higher levels of play you were essentially required to have at least a couple of extra rune pages so that you could optimize for the champion and playstyle necessary for any given match,...

I was never a fan of the system (and back in the day jungling was almost literally impossible without a full set of runes), and I'm glad that they've completely ripped both it and "mastery pages" out and replaced them with a unified system that doesn't involve microtransactions at all.
