Stardew was built as a single player game, similar to Harvest Moon. Co-op multiplayer was just added as an update on PC version. The host must always be in game for other players to play.
From the article linked "One player serves as the host, and the other 1-3 players connect to the host in order to play. Therefore, the host must be in-game at all times when the group wants to play."
Since the game wasn't built from the ground up to be multiplayer, this was probably the easiest solution to implement.

Frankly, I'm struggling to envision how they couldn't at least build a poorly performing server build that doesn't render the game and has an invisible server character.
I think the reality is they simply didn't make multiplayer to work like that. It's supposed to be overtly co-op.
Despite the no headless server irritance, I've actually been playing the beta on and off with my wife for a few weeks, and I foresee Stardew being a regular part of my friend's LAN night lineup....

It's rather fun to go dungeon crawling together, and you can blast out chores in the morning so they become a tiny part of your day.
However, some confusion comes from events - they only happen for one player, not the group. So one player can be standing there buying hats, and the person next to them can't see the cat. Can get a little confusing.
I'm somewhat disappointed that there's a host that always has to be online. I was hoping people would just be able to join a farm and login whenever.
