The doctor in the video said the technique is to improve oxygen intake not clear mucus.

Her actual tweet she just says it helped her symptoms and that she wasn't been tested.

    The doctor demonstrating the technique.
I think it would be wise for him to emphasise covering your face when you cough and not to suggest people do this unless they are already experiencing symptoms.

Obviously I'm not a doctor or researcher so take my points with a molehill of salt.

I wouldn't expect the author to be aware of what is happening in the UK, but my niece (who works in a hospital lab) has symptoms and the only help she had is to be told to stay at home for 7 days. After that her cough hadn't improved so she was told to extend for another 7 days. No offer or advice to get tested because the UK still has limited tests and her symptoms were mild.

I dislike the way in the video the doctor uses his t-shirt to catch the cough, because it's probably not catching much and now that shirt is contaminated and can generate aerosolised virus (when he takes it off those dried droplets get flung into the air), but if you're living with this person you're probably going to get infected anyway.

There's a bunch of people who have breathing problems that mean they'd normally go to hospital, but covid-19 means they cannot go yet. This technique helps this new group of people - those who are pretty ill, but who are forced to stay at home until they're really ill.
